International Labor Conventions

In this study of the development of international legislation by the International Labor Organization, the author emphasizes the primary importance of a flexible process in making, interpreting, and revising labor conventions. The lack of an international body for interpretation has limited uniform application, but decisions made by permanent units offer a working medium for all international legislation.
